Is it possible to add "page up"/"page down" buttons next to the "previous"/"next" page buttons?
The "Home" key and the "End" key found on most keyboards should allow you to immediately jump to the top of any page and the bottom of any page respectively. It is possible to add the function to a button on the forums, but considering the simple ease of pressing a key in order to automatically be returned to the top or bottom of a page, the effort would be unnecessary.

There are quite a few users who have accessed this forum while utilizing a VPN, including one particular troll who continuously made alternative accounts while using a VPN to bypass account bans. Perhaps the issue with the VPN you've mentioned specifically.
There are also no options for forum administrators to restrict or prohibit VPN users from accessing the forum, any issues with accessing the forums with certain VPN providers would need to be resolved with ProBoards itself.
Any tips on what I could do or where to look in the VPN configurations?
You may wish to first diagnose whether or not the VPN you are currently using is indeed resulting in the issue which you've described by temporarily utilizing another VPN if possible to access the forums.
This thread on the Proboards Support Forums does touch upon the issue as occurring with certain VPN providers, and may yield additional insight regarding the problem, Proboards Staff also clarifies within the thread that they do not intentionally block any VPN traffic and are inherently neutral to all IP addresses:

I'll assume that you're referring to clicking on the "New" sign contained within the Participated Threads button. I've just noticed the same issue with some of the oldest threads I've posted in upon investigating, granted that the "New" Participated button intentionally directs you to the first post newly made after your last post in that thread as opposed to the newest post altogether.
The only way to resolve the issue that I am aware of would be to create a script or a plugin which modifies the functionality of the Participated Threads feature, but it's ultimately not problematic enough to make that a necessity, so long as the feature is properly redirecting users to new posts made after their own in threads which are still relatively active.
Well, it is a bit inconvenient when you are directed to the first post of a huge topic like the unofficial patch one, but basically I can see your point.
