Yeah, It seems that the model from the last RC has the same issue. I haven't introduced it, thankfully. There seems to be issues like this with hunter models .
Here is the model before I edited it. You can rename the one in models/character/npc/unique/society leopold folder under UP patch folder(not vampire) and try this one from before I edited it. Do report things like this regardless.
On the pier in the place where two policemen are talking and a girl is crying, now you can’t hear the girl’s crying at all. The one who complained that he couldn’t hear the police talking was apparently playing a very old version of the patch and hadn’t played the latest ones, where the girl’s crying sounded quite quietly. Now I can’t even hear it with headphones.

Yes, you are right, I just checked, the old version has the same problems. But the good news is that since these are problems in the old version, your corrections do not break anything in the models, but only improve them.

I had a totally untouched install with no .vpk extracted. I deleted the female hunter from UP and tested it being called from inside the .vpk and it is indeed a Vanilla issue.

I can hear her just fine, even with stereo speakers. You only need to wait until the cop conversation is over which is basically what the other guy asked for.
I'm currently in the process of adapting my personal changes to the latest patch and found two minor things. First, on the malkavian_2 map there is a new entity "plus_reel_to_reel_1" with "StartHidden" 0 and 1. Since it is a plus object and starthidden 1 is the second entry it probably doesn't matter.
The second is on the downtown hub. There is a guard at the Empire parking lot. He gets hidden when the player is on the quest to tell the russians that Venus has no money, but never gets unhidden after the quest. You should probably add a line to unhide him in downtown.py def SetIgor(): when Igor and his buddies are removed from the map.
