How do I create a spotlight?

You can make any point light a directional spot light by selecting it and pressing Shift+K. This will then create (and select) a new object called an info_null. Drag the info_null to create the path for the spotlight - you'll notice a green line tying the info_null to the light.
Then, go back and select the light. There will now be two new keys in the key value pairs in the Things and Templates Editor (N) - umbra and penumbra. For a detailed explanation of umbra and penumbra, check out this site. Hope that helps
